Combat infantry badge signifies that you were infantry (as in 11b Infantryman, the actual job) who was in combat. Combat action badge was introduced for soldiers who saw combat but were not infantry. Think EOD, convoys, route clearance, artillery, etc. CAB, put simply, means you were on the receiving end of hostile fire, and saw confirmed combat, but were not infantry.
